You Know It Is Dry When...
the flower beds in the median of Fort Thomas Avenue catches on fire. Possibly as the result of a cigarette being tossed out the window. A dog walker grabbed his dog's water dish and put the fire out.

Just saw the NFD putting out a similar fire at the Newport Pavilion. I still have no idea why throwing out cigarette butts doesn't constitute as littering.

I think it does... When was the last time you heard of anyone pulled over for throwing something out of their car window?
Seen it a few times, actually. Including once when I was driving. My friend got a citation for it.
Just saying for every piece of normal litter, there are 100 cigarettes butts on the street.
