According to witnesses, the driver sped from the scene.
"Thank God there wasn't anyone on the sidewalk."
Chasity Seldon, 43, was charged with leaving the scene of an accident. Her passenger, Charles Fulmer, 42, had outstanding warrants and was arrested on the scene.
Sergeant Adam Noe said he and Officer Adam Brown caught up with the driver and her passenger quickly and stopped them in the 2100 block of N. Fort Thomas Avenue.

"We were able to catch up with the driver very quickly after the accident because of how proactive people were calling the accident into dispatch," said Sgt. Noe. "We're very appreciative of that because it led to quick charges and an arrest."
Police said the cause of the accident was speed and inattention. At this time they do not believe the driver was under the influence.
